City Council Regular Meeting Minutes
Monday, December 6, 2021


The Auburn City Council met in regular session at 7:00 pm on Monday, December 6, 2021, in the council chambers
of Auburn City Hall.
Meeting was called to order at 7:00 pm
Presiding: Mayor Brown
Present: Council Members Bryan, Potter, Arpin, Davis
City Attorney Luckman, Superintendent Clinkenbeard, City Clerk Temple
Absent: Council Member Stewart
Pledge of Allegiance recited.
 

Previous Meeting Minutes
Approval of November 15, 2021, meeting minutes reviewed. Council Member Bryan motioned to approve
meeting minutes. Council Member Potter seconded the motion. Motion approved Unanimous.

Question of Bills
Detailed report of payment of invoices and checks included in meeting packet for all to review. Council Member
Bryan motioned to approve accounts payable ledger of $40,173.19 including Payroll. Council Member Davis
seconded the motion. Motion approved Unanimous.

Citizens Forum
None.

Executive Session
The mayor requested executive session for 20 minutes to include Mayor, City Council Members, and City
Attorney. Council Member Potter motioned to approve 20-minute executive session. Council Member Arpin
seconded the motion. Motion approved Unanimous.
City Council Members requested 10-minute extension of executive session. Council Member Arpin motioned to
10-minute extension of executive session. Council Member Potter seconded the motion. Motion approved
Unanimous.
Meeting resumed at 7:38pm

Council Member Potter motioned to approve Christmas bonuses for employees as listed.

$100 bonus for Full-time employees
$50 bonus for Part-time employees
$25 bonus for Planning Commission

Council Member Arpin seconded the motion. Motion approved Unanimous.

Council Member Potter motioned to approve employee raises pending results of annual evaluations.

Salary increases pending annual employee evaluations:

Billie Hester to $20 per hour
Levi Hope to $18 per hour
Zach Mccaffrey to $21 per hour
Nina Stevenson to $16 per hour
Ian Clinkenbeard to $30 per hour
Darby Magwire to $17 per hour
Connie Tacha to $22 per hour
Candi Temple to $27 per hour
Chris Keys to $26.78 per hour

Council Member Davis seconded the motion. Motion approved Unanimous.

UTV Ordinance
UTV ordinance amendment number 351 previously approved at Council Meeting with corrections presented.
Additional corrections needed before Mayor signature.

Sewer Rate Ordinance
Council Member Potter motioned to approve Sewer Rate Ordinance amendment number 350. Council Member
Arpin seconded the motion. Motion approved Unanimous.

14th Street
Placement of streetlights on 14th Street discussed.

Park Update

Heritage Park updates.

Chief Keys

New vehicle ETA has been extended to March or April.

Superintendent Clinkenbeard

Porter Street light update.

Sidewalk on Harrison Ct and Kellogg is cracking around manhole. Temporary repair to be done for safety until
repair work can be done in the Spring.

Need for GIS System (gas line locater system) discussed. Verify company with KCC standard for system. Council
Member Bryan motioned to approve $360 to purchase GIS system pending KCC approval. Council Member Arpin
seconded motion. Motion approved Unanimous.

Attorney Luckman

9th and Harrison Street repairs discussed.

USDA financing the payoff of the KDHE loan and the $500,000 needed to close the Wastewater construction
project. City is responsible to finance remaining $105,562.28. City Council Member Bryan motioned to approve
payment of $105,562.28. Council Member Arpin seconded the motion. Motion approved Unanimous.

City Clerk Temple

Annual evaluations to be completed before next city council meeting on December 20, 2021.
2022 internal budget distributions to be presented at city council meeting on December 20, 2021.

Council Member Potter motioned to adjourn city council meeting. Council Member Arpin seconded the motion.
Motion approved Unanimous.
