AUBURN CITY COUNCIL
REGULAR MEETING
December 18, 2017

 The Auburn City Council met in regular session Monday, December 18, 2017 in the council chambers of Auburn City Hall.  Council members present: Tyler Tenbrink, Brenda Schuette, Michelle Bicknell, Mike Robinson, and Lee Tibbetts. Mayor Timothy Cochran presided. Also, present: City Clerk Carol Erikson, Chief Keys, and few citizens.

Call to Order, Pledge of Allegiance
Mayor Cochran called the meeting to order at 7:00 P.M.  The pledge of allegiance was recited.

Approval of Minutes- December 4, 2017 Regular Meeting Minutes
Council read the minutes.
Councilmember Robinson moved to approve the December 4, 2017 regular meeting minutes as written.
Councilmember Schuette seconded. The motion passed 5-0.

Payment of Bills, Transfer of Funds
Councilmember Schuette moved to pay the bills and transfer funds totaling $61,952.50.  Councilmember Tibbetts seconded.  The motion passed 5-0.

Auburn Christmas Fund Donation
Councilmember Robinson moved to donate $300 to the Auburn Christmas Fund. Councilmember Schutte seconded. The motion carried 5-0.

Christmas Bonus
Woody Woodpecker Tree Service hung Christmas decorations:
Councilmember Tibbetts moved to purchase two $25 gift cards for Woody Woodpecker. Councilmember Robinson seconded. The motion carried 5-0.
Planning Commission:
Councilmember Schuette moved to purchase four $25 gift cards for volunteer Planning Commission Members. Councilmember Robinson seconded. The motion carried 5-0.
Employees:
Councilmember Tenbrink moved to give each full-time employee a $100 Christmas Bonus and each part-time employee a $50 Christmas Bonus. Councilmember Robinson seconded. The motion carried 5-0.

Employee Wage Review
Effective January 1, 2018 unless otherwise noted.
Councilmember Schuette moved to increase Utility Billing Clerk, Sarah Butler from 4D to 4E on the pay scale.
Councilmember Robinson seconded and the motion carried 5-0.
Councilmember Tibbetts moved to increase Utility Worker II, Zachary McCaffrey from 4A to 4B on the pay scale.
Councilmember Robinson seconded and the motion carried 5-0.
Councilmember Tibbetts moved to increase Building Inspector/Code Compliance, Scott Chew from 5A to 5B on the pay scale. Councilmember Tenbrink seconded and the motion carried 5-0.
Councilmember Robinson moved to increase City Clerk, Carol Erikson from 7I to 7J on the pay scale.
Councilmember Schuette seconded and the motion carried 5-0.
Councilmember Tenbrink moved to increase City Superintendent, Kyle Ferlemann from 7B to 7C on the pay scale. Councilmember Robinson seconded and the motion carried 5-0.
Councilmember Tibbetts moved to increase Police Chief, Chris Keys from 6J to 6K on the pay scale.
Councilmember Bicknell seconded and the motion carried 5-0.
Councilmember Schuette moved to increase Police Officers Wanamaker and Louderback from $20.48 to $20.68 and leave Officers Brickei and Landry at $20.48 on the pay scale. Motion died for lack of a second.
Councilmember Robinson moved to increase Police Officers Wanamaker, Louderback, Brickei, and Landry from $20.48 to $20.68 on the pay scale. Councilmember Tenbrink seconded and the motion carried 4-1 with Schuette voting nay.
Councilmember Robinson moved to give a 1% cost of living increase.
Councilmember Tibbetts seconded and the motion carried 5-0.

Reports of City Officers
Tyler Tenbrink, Councilmember:
Thanked Council for use of Civic Center for Auburn Fire Department Christmas party.
Chief Keys:
 I am requesting to purchase 5 Spiewak performance soft jackets at $94.50 each. These jackets have been T&E’d by SNSO and some of the APD Officers and found to fit well beneath the vest carrier, be warm,             wind resistant and somewhat water repellent. Additionally, I would like to purchase 5 watch caps for winter wear as well. Doing so will give all the APD officers a consistent and professional appearance. Total                 expenditure for winter wear is estimated at $550.00 (including shipping).
Councilmember Tibbetts moved to approve $550 to purchase 5 Jackets and Caps. Councilmember Bicknell seconded. The motion carried 5-0.

Councilmember Tibbetts moved to adjourn. Councilmember Bicknell seconded. The meeting adjourned at 7:47 P.M. The motion passed 5-0.
